Breach or activities Without scheduled monument consent, works for the purpose of making an alteration to and an addition to the scheduled monument and tipping operations on land in, on or under which there is a scheduled monument, consisting of the upgrading of an existing track to form a new wider (3 metres or thereby wide) access road and associated tippings for a distance of 430 metres or thereby, overlying and obscuring the southern edge of the bing.
